Cost-effectiveness
identify
Effective measures
A cost-effectiveness study reveals which investment or policy measure achieves a given goal at the lowest possible cost.
“Which investment or measure delivers the most CO2 reduction or decrease in the number of severely annoyed people per euro invested?”
assessing cost-effectiveness
Methodology
The cost-effectiveness of an investment or measure is estimated by dividing its costs by its benefits. This results, for example, in the cost per unit of fuel, emissions or noise mitigated.
The lower these costs, the more effective the investment or measure. Depending on the research question, the cost estimation can relate to operating costs or the broader social costs.
for airports, airlines and governments
Applications
Cost-effectiveness studies are used to inform airports, airlines and governments about the most effective measures to achieve a certain goal.
In certain situations, a cost-effectiveness study may be mandatory.
Countries in the European Union for instance are obliged to assess the cost-effectiveness of noise abatement measures. Thereby, operating restrictions may only be applied after other types of measures – such as reduction of noise at source, changes in land-use planning and adjustments to operational procedures – have been considered (the so-called Balanced Approach).

experience with different
Types of impact studies
Beelining has extensive experience with different types of impact studies, including economic and environmental impact studies, Social Cost-Benefit Analyses (SCBAs) and cost-effectiveness studies. Which type of study is most appropriate depends on the research question.
Economic impact
How much employment and value added (GDP) are supported by an airport, airline or route?
Environmental
How much emissions does the operation of an airport or airline cause and how can they be reduced?
SCBA
Do the positive impacts of an investment or policy measure outweigh the negative impacts on society?
Cost-effectiveness
Which investment or policy measure achieves a given emission or noise target at the lowest possible cost?
