Methodology

The cost-effectiveness of an investment or measure is estimated by dividing its costs by its benefits. This results, for example, in the cost per unit of fuel, emissions or noise mitigated.

The lower these costs, the more effective the investment or measure. Depending on the research question, the cost estimation can relate to operating costs or the broader social costs.

Applications

Cost-effectiveness studies are used to inform airports, airlines and governments about the most effective measures to achieve a certain goal.

In certain situations, a cost-effectiveness study may be mandatory.

Countries in the European Union for instance are obliged to assess the cost-effectiveness of noise abatement measures. Thereby, operating restrictions may only be applied after other types of measures – such as reduction of noise at source, changes in land-use planning and adjustments to operational procedures – have been considered (the so-called Balanced Approach).
